In a city, the answer to "do I need a permit?" comes from city hall. Spring doesn't have one. Here's who does have a say, depending on where your house is.
Unincorporated Harris County, including Spring
Spring is a census-designated place, not a city, and sits in Houston's extraterritorial jurisdiction. Harris County's Office of the County Engineer says a permit is needed for all development within the county, and has detailed rules for homes in mapped floodplains: in the 100-year floodplain, plans must be sealed by a Texas professional engineer, and in the 500-year floodplain an elevation certificate is needed.
Texas law also limits what counties can require. Under Local Government Code section 233.153, county building standards apply only to new residential construction that began after September 1, 2009. We didn't find a Harris County rule written specifically for foundation repair on an existing home, so call the county's residential permit group at 713-274-3920, especially if you're in a floodplain.
Your HOA or deed restrictions
If your neighborhood has a homeowners association or deed restrictions, check them too. Foundation work can mean excavation, equipment in the yard and changes to drainage or landscaping, so read the rules before work starts and ask the contractor who handles any approval. We can't tell you what your particular HOA requires.
The Woodlands
The Woodlands Township's covenant administration requires approval for the placement, construction, alteration or repair of structures or improvements on a lot with an existing house. Its listed examples are additions, remodels, patio covers and pools, and it doesn't mention foundation repair specifically, so ask whether your repair needs review. Tomball
Tomball is an incorporated city, and its FY 2025-2026 master fee schedule, effective November 18, 2025, lists a $100 residential foundation repair permit. Building office: 281-290-1402.
Oak Ridge North
Oak Ridge North is a small city in Montgomery County with its own permits, including a residential building permit and contractor registration. We didn't find a foundation repair rule, so ask the city at (832) 381-3301.
Whatever your address
- Ask the contractor, in writing, which approvals they'll get: county, city or HOA.
- Ask if an engineer drew up the repair. A sealed design helps with approvals and with selling later.
